Kenosha Preacher Arrested, Charged With Repeated Sexual Assault Of Granddaughter One Year After DCFS Allegedly “Didn’t Do Anything”

A local preacher is free on a $15,000 cash bond after being charged last Friday, September 16, 2022 with Felony Repeated Sexual Assaults of a Child and two counts of attempted fourth degree sexual assault. Mitchell is a preacher with Agape Love Christian Church here in Kenosha. He faces more than 40 years in the Wisconsin Prison System.

The now-16-year-old victim told her teacher last Thursday, September 15, 2022 that her grandfather, Monroe Mitchell III touched her private areas many times for the last year. She lives with him and her grandmother. The assaults started when she was 15. The young woman and her other grandmother talked to DCFS about a year ago, and she said “they didn’t do anything.” After DCFS refused to act, she felt “trapped in a cage.” After Mitchell would touch her privates he would tell her to “keep it between us.” He would often enter her room when her underwear was the only thing on and ordered her to keep her bedroom door unlocked. She told a KPD detective that the assault happened most recently in the past month – she said Monroe tried to touch her vagina under her shorts, but she resisted. Monroe denied the allegations to police.

DCFS staff are mandatory reporters and KCE is currently investigating whether or not DCFS notified Kenosha police as they are required by law. DCFS is often criticized for not doing complete or any investigations, so many would blame this terrible mistake on the incompetence of the DCFS office here in Kenosha County, but we learned something alarming. Monroe Mitchell III is the father of Kenosha violent felon and Parkside professor, Sharmain Harris. We told you last week that Harris is making hundreds of thousands off of the County thanks to John Jansen, Kenosha County’s Director of Human Services. Like his son, Mitchell is a convicted felon for selling crack. Like his son, Monroe has domestic abuse charges and convictions. Like his son, he has recently asked governor Tony Evers for a pardon. Like his son, DA Graveley supported Mitchell’s pardon. DA Graveley hasn’t decided if he is going to send this case to a neighboring DA due to a conflict of interest.

We emailed Ron Rogers and John Jansen to ask if the terrible mistake was due to incompetence, or if they intentionally told DCFS to “stand down” due to their relationship with Sharmain Harris. Rogers sent us an email this evening saying that he can’t comment on this case. There is no possibility for media or citizen oversight over DCFS because of the secrecy laws. This makes it incredibly easy for bureaucrats like Rogers and Jansen to evade scrutiny. This is evident in the extremely popular Netflix documentary “The Trials of Gabriel Fernandez.” The only people that can review this, is the County Board and the County Executive. They have been notified.

  12. Ron Rogers is rude and incompetent. His staff are as well. One of the supervisors house was raided for drugs.! Her own children were in the home at the time of the raid. The police were looking for her drug dealing /gang involved boyfriend who subsequently went on the run and was arrested and sent to prison. This supervisor now makes decisions that dictate whether your children will be returned to your care or remain in foster care. There was another supervisor that was convicted of public aid fraud and is now the Kenisha County Gang Supervisor . The Division Manager Pamela Condos previously supervised at a school for children with behavioral problems. She was fired for sleeping with another employee at the school.

    The County Executive and the Kenosha County Board need to investigate these people further.
    Workers are quitting almost weekly and report that they are being harassed, mistreated and disrespected by other staff including Pamela Condos, who as stated before has a history of sleeping with her coworkers and other criminals in the area. She and Ron Rogers are tue biggest bullies, causing good people to leave including supervisors and staff. Ron Rogers is not addressing any of the this bad behavior because Pamela Is his henchman. The turnover is unreal as previous foster parents we have witnessed it all!! We have been an ear for the staff that work there. And we have tirelessly watched poor children moved from home to home due to DCFS being negligent and incompetent. I hear they have lost so many foster parents children are sleeping on floors at night in their crisis building. There workers are so worn out and mistreated. HR doesnt donanything to help these people. I was told that if they go to HR they ate treated worse by Pamela and Mr. Rogers. These people are not being trained properly as stated above the turnover rate is unreal.

However have you stopped to think what impact this story is going to have on the victim. You have all but identified her. I read about this story in Kenosha news and once I read your slanted and biased account I was able to instantly identify the victim and so will her friends, her classmates and peers.
